One of the major stumbling blocks to existing international efforts to phase out fossil fuels, like the COP climate summits, is that they have to get agreement from everyone present, even OPEC countries. This is effectively a veto, and has been slowing down progress. Now, 60 countries are moving ahead, this time without the veto blockers.
